Good afternoon Beaver Mines Residents,

This email provides updates regarding Water and Wastewater Servicing and related projects for the Hamlet of Beaver Mines.

STAGE 3 – EXTREME WATER RESTRICTION & OLDMAN RESERVOIR WATER SUPPLY

The MD remains in a mandatory Stage 3 - Extreme water restriction. See our website for further details.

While recent and expected moisture is helpful, reservoirs remain at historic lows with comparable (or lower) snowpack levels as last Winter. The MD is back to trucking water full time for the time being. The reservoir needs to rise about 7% before our intakes fully submerge again, likely around late May. We want to remind all residents that every drop matters and everyone has a role to play in helping conserve water in the community. The Beaver Mines standpipe remains closed for the time being, Pincher Creek is open as it is on a different water supply.

Resilient Intake Construction

The MD is in the process of building more drought resilient intakes for emergency use in scenarios like we are seeing this year. We are targeting having the upgrades to the system operational by end of May, 2024. Upon construction completion, we anticipate here will no longer be a need to haul water. However, the MD expects that water restrictions will remain in effect based on the overall needs of the South Saskatchewan River Basin (SSRB) and current concerns about snowpack levels. The Alberta Government has requested all small license holders in the SSRB implement water conservation measures, with an expectation of 5-10% reduction of water use.

GETTING CONNECTED

The MD started allowing connection to the water and wastewater systems in Beaver Mines October 6th, 2023. Connection to both systems is mandatory by January 1st, 2028. As of April 30th, 2024:

·        21% of residents have connected to both systems

·        Additional 10% of residents have been approved for construction

The MD continues to process applications for Water and Sewer Servicing in Beaver Mines.

On April 23rd, 2024, MD Council passed amending utility bylaw 1351-24, which extended waiving the water meter cost for residents whom connect to the systems by October 6th, 2024.

 

Homeowner Connection Guide – April, 2024 Revision

This guide is intended to be the main resource to assist homeowners in navigating the connection process. It can be found on the MD website (https://mdpinchercreek.ab.ca/content.php?p=730).

Utility Services Guidelines – April, 2024 Revision

A revised copy of the Utility Services Guidelines can be found on the MD website (https://mdpinchercreek.ab.ca/content.php?p=730). These guidelines provide the minimal acceptable procedures and standards to be followed for design and install of private water and drainage (sewer) lines. They are intended to inform both contractors and property owners. This revision has the following changes:

·        Updated example service card for water connection with additional detail on tie-in

·        Updated Private Service Connection Checklist, with clarity around connection timing with inspections

·        Various other minor updates regarding construction timing and clarity around additional materials/fitting types

Pre-Qualified Contractors

The MD is maintaining a list of pre-qualified contractors for work in the Hamlet (https://mdpinchercreek.ab.ca/content.php?p=731). Use of pre-qualified contractors is not mandatory, but meeting USG requirements is mandatory.

Service Connection Application

A private service connection application must be completed with a new site plan and submitted digitally to admininfra@mdpinchercreek.ab.ca or dropped off in person at the MD office. Blank copies of the new site plans with curbstop information have been mailed to the majority of residents, along with copies of the original service cards received by the MD in 2019 (where ownership has not changed) for ease of reference. If you have not received a new blank site plan, please email us back and we will supply one for your property.

If additional guidance is required in this process, please refer to the Homeowner Connection Guide as a first step. Those having trouble accessing links or finding pages on the website may email the MD and request copies of the documents be emailed to them. Alternatively, hard copies of any documents (including site plans) may be picked up from the MD office.

The MD of Pincher Creek will begin allowing permanent connection to the water and wastewater system within the Hamlet of Beaver Mines starting October 6th, 2023.
 
Connection within the Hamlet of Beaver Mines for all developed properties adjacent to a Distribution System Water Main and Wastewater Main will be mandatory by January 1st, 2028.

STAGE 3 – EXTREME WATER RESTRICTION & OLDMAN RESERVOIR WATER SUPPLY
The MD remains in a mandatory Stage 3 - Extreme water restriction. See our website for further details.
 
The MD is continuing to maintain our water supply with Alberta Government approval by trucking water and is working diligently on short and long term solutions. See our website for additional details (Municipal District of Pincher Creek No. 9 (mdpinchercreek.ab.ca). The Beaver Mines standpipe remains shutdown; Pincher Creek remains open as it is on a different water supply.

GETTING CONNECTED
Anticipated Flow Allowance Date
As of September 22nd, the MD is anticipating acceptance of flow between September 27th and October 6th, 2023.



The delay from the previous updates is the result of longer than anticipated water haul times for commissioning, and the need to fix construction related deficiencies found during initial fill/commissioning of the wastewater treatment system.
 
Please note that owners must not connect to the curbstops and stubbed sewer connection until the treatment system is able to take flows. The MD will issue the exact date when it is ready to allow final connection to the system. Owners MUST NOT connect before this date. Owners must also submit an application and follow the approval process outlined below.

PROJECTS UPDATE
The following progress has been made on the Beaver Mines water and wastewater projects:

September 9, 2023

The MD’s contractors for the Beaver Mines Wastewater Treatment site plan to begin the initial fill and test of the treatment cells starting September 11th. This process is anticipated to take 10-14 days.
 
During this time there will be increased traffic from water and water effluent hauling trucks in the Hamlet of Beaver Mines. Water and water effluent trucks will be dumping directly into the sewage collection system.
 
Please exercise extra caution when driving and walking around the Hamlet during this time.

The below notice contains important information for residents and businesses along the East and Southeast side of the highway in Beaver Mines relating to clearing and grubbing.
 
As part of BYZ’s contract, fencing will be installed along the East and Southeast border of the Hamlet on property line for properties highlighted in yellow in the attached sketch. This will require additional clearing/grubbing adjacent to various properties.
 
Please note that along the Southeast side of the Hamlet the fence will be installed along Southeast border of the MD laneways. If there are any concerns regarding off-property encroachments and clearing please respond and let us know prior to May 29th.

CONSTRUCTION UPDATE

April 21, 2023

Please refer to the attached map for projected sequencing and upcoming activities for the continuation of Construction on the Beaver Mines Water and Wastewater Collection and Distribution System.
 
BYZ intends to start full mobilization again next week, and (weather pending) start underground work again May 1st, 2023.
 
The MD of Pincher Creek continues to plan for and remains optimistic that the bulk of construction work for Beaver Mines related projects will finish this year. A “turning on the taps” date is still anticipated to occur in Fall 2023. We plan to release more details regarding the processes and permitting requirements (Utility Services Guidelines) for connection to the system, along with the related pre-qualified contractor process, within the coming month.

The MD Council heard comments and concerns and made changes to the proposed bylaw prior to 2nd reading. 3nd reading of the bylaw is scheduled for Council deliberation at the regular meeting of council February 28th, 6PM at the MD Council Chambers (1037 Herron Avenue). 3rd reading is required before a bylaw can go into effect.
 
The following critical changes from the path laid out in the November 2nd, 2022 letter to property owners are as follows:
 
1)            Requirements regarding alternate water source decommissioning (i.e. wells) removed from bylaw. Connection to the water and wastewater system will remain mandatory and alternate water systems cannot be connected/have the ability to “cross-flow” with the municipal system
2)            The proposed utility bylaw waives the cost of supplying the meter for owners whom connect to the system within 9 months of the MD’s allowed connection date (previously 30 days)

A public hearing was held January 10th, 2023 regarding Utility Bylaw 1344-22 which will affect water and wastewater servicing within the Hamlet of Beaver Mines. We thank all the property owners whom took the time to attend the hearing and/or send in comments regarding the bylaw.

BYZ will be oiling the road on 2nd Ave , 4th St  and 5th St starting today (Tuesday) afternoon. It is imperative we stay off the road during this process as it can cause damage to the vehicles.

The paving company will start production on 2nd Ave starting Tuesday morning (October 4th) that will require no access on 2nd Ave until Friday. The pavement will be hot and with the magnitude of equipment in place, this is the safest approach for residents. If BYZ is able to open up sooner we will advise. Parking off of 5th St is still available.

Second Ave Notice

Due to weather issues, interruption in construction has taken place. BYZ will continue to monitor weather conditions over the weekend.
 
Access to the South cul-de-sac of 2nd avenue is expected to remain closed. When weather permits, the work originally scheduled to start on June 14th at the 2nd avenue and 5th street intersection will begin, which could be as early as this weekend.
 
Residents will be notified of any significant changes to this schedule and appreciate your continued patience.

Construction work originally scheduled to start on June 14th on 2nd Avenue is now expected to begin June 16th along the originally indicated corridor. Work is still expected to last 17 days, pending any more weather disruption.

Construction Crews will be doing work on the bulk water station on Grumpy Road (Range Road 22-A). Crews will be on site starting tomorrow (October 14, 2021) and expect to be in the area until the end of next week.

During that time the road will be open but delays could happen when trucks are coming in and out with the fill material. Disturbance should be minimal.

This notice is to keep you up to date on the construction project. Currently we are completing drilling behind the tennis courts/parks area and drilling adjacent to the highway. We will begin working within the red area by our laydown on 16 September which should be completed in approximately 3 weeks. BYZ will be working on 11 & 12 September 2021. Personnel will be on site to address any questions that may arise.
